Job Description and Duties

Under the general direction of the Chief, Office of Emergency Management, a Supervising Transportation Engineer, this position is responsible for the development and operation of the All-hazards Winter Preparedness Program. This position represents Caltrans at statewide winter related meetings, is responsible for the policy development, research, and program development of the Winter Preparedness Program. This position will advise and consult with high level headquarters and District managers, assist in developing new programs, directions and purposes, review legislation, coordinate winter Maintenance Program activities with other programs, Districts, State, local agencies, foreign governments and respond to public inquiries and complaints. Must have a valid Class C driver license issued by the Department of Motor Vehicles.

Working Conditions

This is a Limited Term position which may be extended to 24 months or become permanent. 

Position located at 1120 N St Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

  • Must have a valid Class C driver license issued by the California Department of Motor Vehicles. A Class A driver's license is desirable.

Your Statement of Qualifications (SOQ) must address all 5 questions below. Follow these requirements:
1. Maximum Length: Up to 3 pages total.

3. Content: Use headings for each question. Provide specific examples whenever possible.
4. Goal: Demonstrate the breadth of your experience, your technical understanding, your leadership abilities, and your capacity to operate at a statewide program level.
SOQ Questions
1. Describe your experience leading field operations in maintenance. Include examples where you managed complex or multi-hazard conditions such as storms, snow and ice, wind, rain, flooding, slides, or major traffic control challenges. Explain how you coordinated people and resources and what outcomes you achieved.
2. Explain your depth of knowledge and experience with winter materials and equipment, including brines, salts, abrasives, application rates, calibration practices, and snow/ice equipment operation.
3. Describe any experience you have with rockfall mitigation, avalanche control, blasting operations, or other high-risk rock hazard work. If you do not have direct experience, explain your understanding of typical processes, safety protocols, permitting requirements, interagency coordination, and industry best practices.
4. Explain how you use data and research to understand a problem before recommending a solution. Describe how have or would use tools such as RWIS, weather models, IMMS, LOS metrics, materials usage data, equipment performance information, or cost trends to make informed winter operations decisions.
5. Describe how you would influence policies, support District Snow Plans, strengthen training, ensure compliance with best practices, and elevate the Winter Operations Program through collaboration, technical guidance, communication, and leadership.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
An extensive background in highway maintenance is required. A background and experience in snow and ice control activities and storm maintenance is also required. The ability to understand the Integrated Maintenance Management System (IMMS) and the Level of Service (LOS) Program is required. The ability to analyze data and extract pertinent information from trade journals, advertising brochures, trade presentations, computer databases, web sites, manuals, and correspondence is also required.
