Candidates should have experience in dealing with members of the public, technical staff, and other public agencies, and should be familiar with the functioning of administrative agencies in State government. The incumbent must be able to demonstrate strong communication and organizational skills, have excellent computer skills, and be able to proofread while incorporating correct grammar and spelling. The candidate must have the ability to work with good judgment; work effectively and cooperatively within a diverse working environment and be able to give clear direction and participate in meetings with the Executive Management Team.
The candidate must be able to speak and present in a public environment, be proactive, be able to define logistical problems and act decisively; work effectively under pressure to meet short deadlines and last-minute changes in direction, demonstrate excellent customer service skills, be punctual, and maintain good attendance.
Among other qualities, the most highly desirable candidates will possess:
• Background experience working for an air district, regulatory agency, and/or a Board.
• Knowledge of California Air Resources Board programs and rulemaking policies.
• Background experience or knowledge of the California Rulemaking Law under the Administrative Procedure Act and the Bagley-Keene Open Meeting Act.
• Strong analytical, critical thinking, research, completed staff work, writing, and editing skills.
• Strong interpersonal, customer service, leadership, and project management skills.
• Excellent communication skills with the ability to give oral presentations and directives to a group of 50 people or more.
• A demonstrated ability to handle multiple projects with tight deadlines and respond appropriately to technical problems and/or concerns.
• Creative, self-starter, strong attention to detail, with the ability to tackle challenges effectively.
• Flexibility and willingness to learn in a fast-pace work environment and be able to accommodate last-minute changes.
• Proficient in Microsoft Word and Outlook applications, working knowledge of Excel and SharePoint.
