Job Description and Duties

Tribal – Analyst III / Clear Lake Program Manager / California Natural Resources Agency  

 

The reporting location for this position is Sacramento, CA. This position will work under the general direction of the Deputy Director for Tribal Affairs.

The California Natural Resources Agency (CNRA) is hiring an Analyst III to serve as the Clear Lake Program Manager to coordinate a government wide approach for the rehabilitation of the Clear Lake Watershed, including the management of the Blue Ribbon Committee for the Rehabilitation of Clear Lake pursuant to Public Resources Code 22085 – 22092 (Assembly Bill 707 Aguiar-Curry 2017) and the Clear Lake Hitch Task Force.

This position will support the strategic priorities with state agencies and departments, California Native American tribes, local governments, and members of the public to identify opportunities to support a coordinated government-wide approach for the rehabilitation of the Clear Lake watershed. Through this work, the Analyst will help facilitate the Blue Ribbon Committee for the Rehabilitation of Clear Lake, the Clear Lake Hitch Task Force, and collaborative partnerships between California Native American tribes, federal, state, and local governments.

The Analyst will have a leading role in supporting the implementation of the historic Clear Lake Watershed Co-Management Agreement!

Join a dynamic team of tribal affairs professionals and environmental scientists to help shape future polices strengthening tribal partnerships and protecting the at risk Clear Lake hitch in the County of Lake!

Applicants must have strong research and writing experience, tribal affairs background, working knowledge of California Native American tribal issues in California, commitment to community engagement, excellent written and verbal communication skills, and the ability to work in a fast-paced environment.

The Clear Lake Program Analyst will be required to work from the office in Sacramento a minimum of four days a week.


Training and Development Assignments may be considered.

Working Conditions

This position is categorized as Office-Centered. This position is Sacramento-based and required to be in office 4 days per week. In limited circumstances, the position incumbent can telework with a management approved telework agreement and schedule. Satisfactory job performance is required to maintain a teleworking agreement.

The Analyst must have experience facilitating large groups and coordinate between government agencies. This position will be coordinating multiple inter-governmental groups including representatives from state agencies and departments, California Native American tribes, local governments, and members of the public on a coordinated government-wide approach for the rehabilitation of the Clear Lake watershed. This position will perform complex tribal affairs, inter-governmental coordination, and facilitation tasks.

 

Additionally, this Position requires the below abilities:

  • Must be able to interpret and assist in the development of program policy.
  • Understand and comply with Agency Policy.
  • Have basic knowledge of CEQA process.
  • Have basic knowledge of Excel, Access, Word, Outlook.
  • Have experience in, or willingness to learn, facilitation of large inter-governmental committees and working groups.
  • Have experience in, or willingness to learn, tribal affairs and working directly with California Native American tribes.
  • Travel estimated 10% or 34 days per year (must have valid California Driver’s License).
