Job Description and Duties

This position may be located in either Oakland or Sacramento.


Under the general direction of the Executive Officer of the California Education Interagency Council, the Analyst III leads the CEIC’s analytical efforts to understand trends and projections in workforce needs and educational pipelines, steering Council discussions and decisions. The Analyst III works with staff of state and federal agencies to identify, develop, and implement approaches to improving cross-system alignment and workforce outcomes, and supports executive leadership through the development of clear, accurate, and timely analyses, reports, and presentations for effective communication regarding Council goals, objectives, priorities, and achievements.

Working Conditions

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

The California Government Operations Agency (GovOPS) is responsible for administering state operations including procurement, information technology, and human resources. The mission of GovOps is to improve management and accountability of government programs, increase efficiency, and promote better and more coordinated operational decisions.

Desirable Qualifications

  • Advanced analytical skills, including experience synthesizing state or federal data related to workforce, education, or public policy. Ability to develop data models, metrics, dashboards, or trend analyses to support decision-making for executive leadership.
  • Strong written and verbal communication skills, with experience producing reports, briefing materials, presentations, or talking points for high-level audiences (e.g., executives, legislative bodies).
  • Experience representing an organization in interagency or public forums, demonstrating professionalism, clarity, and strategic communication.
  • Demonstrated ability to collaborate with internal and external stakeholders, including control agencies, departments, vendors, or advocacy groups.
  • Proficiency with Microsoft Office Suite, especially Excel, Word, and PowerPoint, and familiarity with data visualization tools to present complex information in accessible formats.
  • Ability to rapidly respond to ad-hoc requests and produce high-quality analytical outputs under pressure.
  • Strong organizational and project management skills, with ability to manage multiple priorities and maintain accuracy across complex deliverables.
  • Experience preparing materials for the Governor’s Office, Legislature, or oversight entities, or similar high-stakes environments.
  • Knowledge of statewide policy issues related to education, workforce development, labor market trends, or cross-system alignment.
  • Professional discretion and ability to handle sensitive or confidential information appropriately.
