Job Description and Duties

Then consider joining the Department of Toxic Substances Control (DTSC), Safer Consumer Products (SCP) Program. Our team is a dynamic, passionate, and diverse group of scientists, engineers, toxicologists, analysts, and administrative staff working to protect California's people and the environment by advancing the design, development, and use of chemically safer products. SCP is seeking an Environmental Scientist to help implement laws banning certain chemicals in consumer products, including developing regulations and conducting compliance and enforcement activities. As an Environmental Scientist you will have the opportunity to:

  • Conduct technical research and data analysis to support the development of regulations, compliance sampling plans, and enforcement strategies, including identifying manufacturers and evaluating covered products to understand the scope of regulated products sold in California
  • Assist with drafting rulemaking packages and preparing documentation to implement statutory and regulatory requirements in compliance with the Administrative Procedures Act
  • Assist with pre-regulatory workshops, public meetings, and external engagement activities, including outreach to manufacturers, retailers, and other interested parties
  • Support the procurement and cataloging of samples for laboratory testing to carry out compliance sampling plans
  • Analyze testing results and review documents submitted by responsible entities to assess compliance with chemical bans
  • Provide technical assistance and compliance support to responsible entities, including manufacturers and retailers
  • Help prepare public-facing resources such as guidance documents, fact sheets, and website content to keep interested parties informed of compliance requirements and enforcement actions
  • Assist with compliance and enforcement activities, including conducting investigations, preparing notices of violation, and developing documentation to support enforcement actions
  • Draft reports to inform the Legislature, the public, department leadership, and agency management of compliance and enforcement updates

  • Knowledge of or experience with products, chemicals in products, or supply chains
  • Strong communication skills, including editing, writing, and presenting
  • Ability to maintain a well-organized and flexible approach appropriate for working in a dynamic environment

Working Conditions

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
