Job Description and Duties

The reporting location is 770 Fairmont Avenue, Suite 100, Glendale, CA 91203.

CRB is located conveniently nearly major freeway, Metrolink train stations and Metro bus routes. Parking provided on-site.

Under the direction of the Colorado River Board’s Executive Director, the Deputy Director (Career Executive Assignment B) plans and develops policy recommendations and executes programs to protect California’s rights and interests in the water, power, and other resources of the Colorado River system. Working in close coordination with the Executive Director, the Deputy Director provides strategic leadership on technical, environmental, and administrative programs; represents California in high-level negotiations and policy forums; and ensures continuity of Board operations. The Deputy Director organizes and directs the work of the Board’s Technical and Administrative Units and acts as the Executive Director in his/her absence.

Must be able to travel regularly throughout the Colorado River basin and other locations, sometimes with little advanced notice, as needed to represent the Board.

Department Information

Colorado River Board of California was founded in 1937 to protect the interests and rights of the State of California, its agencies and citizens, in the water and power resources of the Colorado River System. The Colorado River Board of California represents the State of California and its members in discussions and negotiations with the Colorado River Basin States, federal, state, local governmental agencies, and Mexico regarding the management of the Colorado River.

 

Seven counties in Southern California receive water and hydroelectric energy from the Colorado River. Colorado River water is used for drinking water by over 19 million people in Southern California and irrigates over 600,000 acres of agricultural lands that produce fruits, vegetables, and other crops that help feed our nation’s families.

Examination Qualification Requirements

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Executive Leadership and Program Management – Demonstrated experience planning, organizing, directing, and evaluating complex multidisciplinary programs and administrative operations. Proven ability to provide leadership, manage organizational resources, supervise staff, and advise executive leadership on complex issues.
  2. Strategic Planning and Organizational Performance – Experience developing and implementing strategic plans, establishing organizational priorities, monitoring performance measures, and driving continuous improvement to achieve departmental goals.
  3. Colorado River Basin and Intergovernmental Affairs – Knowledge of the Colorado River Basin, interstate water management, the roles of federal, state, tribal, and local agencies, and water policy issues affecting California.
  4. Policy Development and Executive Decision-Making – Demonstrated ability to develop, interpret, and implement policies and procedures; analyze complex issues; exercise sound judgment; and make effective decisions in a dynamic environment.
  5. Communication and Stakeholder Engagement – Excellent communication and interpersonal skills with the ability to build consensus, negotiate, and maintain effective working relationships with Board members; elected officials; federal, state, tribal, and local agencies; and the public.
  6. Fiscal and Organizational Management – Experience overseeing budgets, contracts, and administrative operations while ensuring sound fiscal stewardship, accountability, operational efficiency, and continuous improvement.

Examination Information

This examination will consist of an application screening process conducted by a designated screening committee. Using predetermined evaluation criteria based on the minimum and desirable qualifications included within this examination bulletin, applicants will be competitively ranked according to their qualifications and experience as stated on their application, resume, and Statement of Qualifications (SOQ).


In addition to the Standard State Application (STD 678), all interested applicants are required to submit a Statement of Qualifications (SOQ). The SOQ must address the desirable qualifications listed below. Within your response, include specific information and examples as to how your professional education, training, experience, knowledge, skills and abilities meet the desirable qualifications of this position.  Cover letters and resumes do not take the place of SOQs.

The SOQs should be numbered in the same order as listed below, provide specific examples, be no more than three (3) pages in length, and be no smaller than 12 point font. Failure to follow these instructions will disqualify you from this examination.

  1. Please describe your experience with water policy and natural resources management. If applicable, please provide details of your familiarity with Colorado River operations, the Law of the River, and/or environmental compliance.
  2. Please describe your experience coordinating technical and policy decisions among diverse stakeholder groups.
  3. Please describe your supervisory and management experience.
  4. Please describe your experience preparing, analyzing, and communicating complex issues to stakeholders, boards and/or the public.

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
