The Santa Ana Water Board’s Groundwater Protection Branch has an opening for a Senior Water Resource Control Engineer (Supervisory) who will serve as the Site Cleanup Program Section Supervisor. This position is located at 3737 Main Street, Suite 500, Riverside, CA in the heart of downtown next to light rail stations and other public transportation.
Duties: This is a supervisor position. Under the direction of a Supervising Engineering Geologist, the incumbent will supervise, and lead section staff who manage cases and projects in the Site Cleanup Program related to investigation and cleanup of contaminants in the environment, and support management of the program. Specific duties include assigning, monitoring, and reviewing staff’s work to ensure consistency with Water Board policies and practices. Using engineering judgement to review, direct, and guide staff’s work; communicate feedback and manage program performance to restore and protect water quality, beneficial uses, and human health consistent with branch and program priorities. Ensure that staff manage investigation and cleanup projects by scoping, planning, tracking, and communicating with external stakeholders. Establish and track section goals, review staff workplans and development plans, and manage staff performance. Communicate orally and in writing. Worki collaboratively in groups internally and with external stakeholders to develop technical, regulatory, and procedural recommendations for projects and issues.
This position requires independent travel from office to rural/urban/remote locations in Riverside, San Bernardino, and Orange counties. Overnight stays may also be required. Please refer to the attached Duty Statement for detailed description of roles and responsibilities.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
