About this role:
OTSI is looking for a detail-oriented and analytical policy professional to serve as the Senior Policy & Requirements Analyst for the Statewide Verification Hub.
As the Senior Policy & Requirements Analyst (Analyst IV), you will lead the policy research and analysis behind the Statewide Verification Hub (SVH), a California Health and Human Services Agency (CalHHS) capability that gives state health and human services programs a consistent way to verify eligibility.
In this role you will also work directly with CalHHS program policy leaders and subject-matter experts to:
- Research and interpret complex state and federal statutes, regulations, and program policies.
- Reconcile program-specific verification requirements across CalHHS.
- Turn policy into business and technical requirements, including verification rules and decision logic.
- Resolve policy ambiguities and recommend solutions to program and Agency leadership.
You will also test and validate that policy logic is delivered as intended, and keep SVH aligned as laws and program requirements change.

On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. Telework:
This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate.
