Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan to advance the health and well-being of California’s diverse people and communities by becoming a learning, healing, and impactful organization.

 

The Senior Environmental Scientist (Specialist) (SESS) supports national, state, and local environmental health emergency preparedness programs as a liaison representing the Center for Environmental Health (CEH). The SESS collaborates with decision makers across governmental and private sectors, professional, and community-based organizations, including tribal organizations, to develop policies, procedures, plans and training for environmental health emergency preparedness, response, and recovery. The SESS leads multijurisdictional initiatives to integrate statewide emergency support functions related to environmental health, and builds cross-sector partnerships to enhance coordination, with a focus on advancing health equity.
 

The SESS works under the direction of the Environmental Program Manager I (EPM I) of the Training and Partnership Section (TPS) in the CEH.

Working Conditions

Telework Information

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

 

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Center for Environmental Health (CEH) is home to inspection, technical assistance, regulatory, investigation, and emergency response activities that ensure compliance with regulations and improve the safety of foods, industrial hemp products, drugs, and medical devices to protect and improve the health of all Californians. CEH conducts age-related and flavor ban tobacco enforcement, regulates radiation machines/producers and radioactive materials, ensures proper disposition of low-level radioactive waste, regulates the generation, handling, and disposal of medical waste; and conducts other environmental management programs. The CEH includes the Division of Food and Drug Safety, the Division of Radiation Safety and Environmental Management and the Training and Partnership Section (TPS), which focuses on emergency preparedness and One Health.

The TPS partners with local, state, and national entities to prevent and mitigate environmental public health risks and strengthen resiliency through program support to adapt and scale up in the face of emerging needs and priorities using a One Health approach.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Completion of EHTER Operational training at the Federal Emergency Management Agency (FEMA) Center for Domestic Preparedness and experience delivering EHTER training.
  • Experience in environmental emergency planning and real-life response and/or recovery to a state or nationally declared incident.
  • Ability to foster collaboration with senior leaders in local and state environmental health and public health departments to build consensus for strategic public health problem solving.
  • Deep knowledge of environmental public health structure, systems, and practice domains.
