Job Description and Duties

Under the direction of the Chief of Staff and working closely with the Controller and senior leadership team, the Deputy Controller, Environmental Policy will serve as a delegate of the State Controller on the California State Lands Commission, the California Coastal Commission, and the Environmental Protection Council providing highly complex, technical, and fiscal advice and counsel to the Controller on programmatic, fiscal, and policy decisions on matters before these boards and commissions.  The position will also serve as the Controller’s senior advisor and internal business leader on the development, coordination, and advancement of the Controller's environmental policy portfolio with a heightened sensitivity to the impact on California’s fiscal health and return on investment.


The State Controller’s Office is a destination employer and is one of the few constitutional offices with responsibilities that impacting all levels of state and local government.  Therefore, a competitive senior advisor and internal business leader must possess the unique ability to substantively engage with a broad group of elected, government, business, non-profit, and public constituencies and coordinate services on behalf of these constituencies, as well as influence public policy at the state and federal level.

 

Typical responsibilities assigned to this executive position include but are not limited to the following:


Duties and Responsibilities:

  • Use independent professional judgment and research in advising the Controller and other executive leaders on environmental policy matters including agenda items before the respective boards and commissions, and collaborating with executives from the boards, stakeholders, the public, and other federal, state, and local agencies in order to prepare comprehensive briefing documents to position the Controller to make well-informed decisions on matters before the boards and commissions;
  • Develop, manage and oversee legislation pertaining to the Controller’s environmental policy agenda and related operations of the department.  
  • Attend with, or appear or on the Controller’s behalf, assigned board and commission meetings;  
  • Attend other meetings around the state and represent the Controller at conferences, seminars, and other major convenings related to environmental policy;   
  • Develop policies and procedures necessary for the efficient administration of the Controller’s environmental policy programs;
  • Represent the Controller on other boards and commissions as assigned or needed; 
  • Advocate for investment policies that protect the environment and promote sustainability which lead to new “green” industries and jobs;
  • Support the executive office’s analysis and response to state budget initiatives and legislation in the areas of environmental policy, identifying key areas of concern and proposing alternatives where needed;
  • Meet with constituency groups, stakeholders and/or the general public as necessary to ascertain their environmental concerns;
  • Alert and keep informed the public affairs team and other relevant members of the executive office of issues arising at boards and commissions concerning environmental matters which are of significant importance to the Controller’s office and of public interest;   
  • Provide the Controller with well-researched analyses, talking points and briefing documents in connection with the Controller’s public appearances, meetings and other public communications;  
  • Manage other team members when assigned;
  • Coordinate the efforts of stakeholders’ groups, and other interested parties working to reconcile disparate positions on environmental policy matters;
  • Provide the Controller with board and commission briefing material with recommendations consistent with the SCO Deputy Controller Expectation document;
  • Manage multiple tasks to meet competing deadlines.

Working Conditions

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99. 

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. Applicants must reside within California at the time of appointment. 

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature, the Executive Branch, and the Constitutional Offices.
  • Demonstrable knowledge of state policies, rules, and standards relative to accounting requirements.
  • Demonstrable understanding of Public Policy development.
  • Experience in preparing executive level reports and presentations.
  • Experience in recommending, developing, and implementing policies relative to environmental issues.
  • Experience in presenting before a board, commission, or regulatory authority.
  • Extensive knowledgeable of environmental and fiscal issues;
  • Strong written and public speaking abilities.
  • Experience in organizing and motivating groups.
  • Bachelor’s degree from an accredited college or university.  Masters or J.D. preferred.

Examination Information

This examination consists of an evaluation of your Statement of Qualifications, weighted 100%. The examination for this position consists of an evaluation of each candidate’s Statement of Qualifications (SOQ). A departmental evaluation panel will review and score the SOQ and your performance in the examination will be assessed based on the quality and thoroughness of your SOQ, specifically how it aligns with the Desirable Qualifications and how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing.

STATEMENT OF QUALIFICATIONS INSTRUCTIONS
The Statement of Qualifications (SOQ) should include detailed and concise information specifically addressing how the candidate's education, training, experience, and competencies relate to each of the items listed; responses should be high-level, but specific enough to provide the general nature of the services provided and involvement in the oversight.

The SOQ items must be numbered and addressed in the same order as listed; do not consolidate the responses. The SOQ should be no more than three pages in length, single-spaced, with one-inch margins and a minimum font size of Arial 12.

Applicants who fail to submit the SOQ as instructed may be eliminated from the examination/hiring process.

Your SOQ must provide responses and specific examples for each item listed below to be considered for the position:

1. Describe a significant instance in which you represented a principal, executive, or organization before a board, commission, legislative body, regulatory authority, or comparable public forum. Explain the issue, your role and delegated authority, how you prepared and exercised leadership, and the outcome.
 
2. Describe your experience leading the development or implementation of environmental, natural resources, climate, sustainability, or related public policy. Explain how you integrated policy, legal, fiscal, scientific, operational, and stakeholder considerations; aligned the work with enterprise priorities; and measured results.
 
3. Describe how your knowledge of environmental policy would inform the State Controller's responsibilities as California's chief fiscal officer, fiduciary, steward of public resources, and participant on boards and commissions. Include a specific example of how you evaluated environmental risk or opportunity through a fiscal, investment, infrastructure, public-asset, or service-delivery lens.
 
4. Describe a complex legislative, budget, regulatory, or emerging policy matter that you analyzed for senior leadership. Explain how you assessed its strategic and fiscal implications, developed options and recommendations, communicated your advice, and helped maintain a relevant and effective policy agenda.
 
5. Describe a situation in which you engaged elected officials, government agencies, community or constituency groups, business or nonprofit organizations, and/or members of the public on a contentious policy matter. Explain how you built trust, incorporated diverse perspectives, reconciled competing interests, and advanced an actionable outcome.

If you meet the requirements stated in this announcement, you may take this competitive examination. A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
