Authenticity of Application Materials
Application materials must reflect your own knowledge, experience, and qualifications in your own words. Generic or templatized responses that do not address the specific requirements of this position, or that appear to misrepresent your qualifications, may result in disqualification from the selection process. Reviewers are specifically evaluating whether your responses demonstrate direct, personal familiarity with the work described.
Resume
Please submit a resume. Read and follow the instructions carefully. The resume should be no smaller than 11-point font, single-spaced, and not exceed two typewritten pages. Place your name and job control number JC-533545 in the header. Include your education and work history in reverse chronological order with bulleted descriptions of your relevant experience. Your resume will be scored based on writing quality, clarity, and organization. Submittals that do not follow these instructions may not be scored.

Use a standard letter format of your choosing. Place your name and job control JC-533545 number in the header. The cover letter should, in your own words, briefly introduce yourself and explain why you are interested in this specific position, including your interest in transportation, public service, and using technical data skills to inform policy or regulatory decisions. Explain what in your background makes this combination of technical and policy work a good fit. Your cover letter will be scored based on the specificity and relevance of your response, demonstrated interest in the role, and writing quality, clarity, and organization. Submittals that do not follow these instructions may not be scored.
SOQ
Please submit a Statement of Qualifications (SOQ). Read and follow the instructions carefully. The SOQ must be no smaller than 11-point Arial font, single-spaced, no more than two typewritten pages, and organized in the order described below. Place your name and job control number JC-533545 in the header. Number sections according to the questions listed below. Submittals that do not follow these instructions may not be scored.
Your SOQ will be scored for writing quality and for the specificity, depth, and applicability of your experience to the areas below. Reviewers are looking for clear evidence of your personal technical contributions; describe what you personally designed, built, analyzed, managed, or decided rather than only describing the work of a team. Transportation experience should be identified where requested. Note that unnumbered introductory paragraphs to the SOQ are unnecessary and will not be scored for content.
- Describe one or two examples that demonstrate your experience designing, maintaining, or improving data workflows for large or complex datasets. Explain the scale and complexity of the data, your personal role, and how the data were ingested, validated, stored, transformed, queried, and analyzed. Identify the programming languages, query tools, cloud platforms, data warehouses or data lakes, and other tools you personally used. Describe a significant technical or data-quality challenge and how you addressed it, including how you ensured the resulting data and analysis were accurate and reproducible.
- Describe an example in which you translated a policy, regulatory, planning, program, or operational question into an analytical approach and used data to inform a decision or recommendation. Explain the question, your analytical approach, the findings and limitations, how you communicated the results to nontechnical decision-makers, and the outcome. A transportation example is preferred; if you do not have direct transportation experience, use the most analogous example and explain how your experience would apply to transportation policy.
- Describe an example of leading or managing a complex data project involving multiple stakeholders, technical partners, contractors, or data providers. Explain your role in defining requirements, establishing schedules and deliverables, coordinating work, resolving technical or data-quality issues, and ensuring timely delivery. Describe the outcome and any lessons that changed how you managed the project.
