Job Description and Duties

Under the general direction of the Supervisor I of the Facilities Management Services Unit within the Business Services Branch, the Analyst III independently performs complex analytical work with department-wide impact. The position develops, implements, and maintains policies and procedures related to health and safety, injury and illness prevention, emergency response, workforce accessibility, and business continuity. The Analyst III coordinates with staff at all levels, conducts legal and policy reviews, prepares implementation tools, and maintains key safety, injury, emergency, and continuity plans in alignment with local, state and federal guidance. The position also oversees ergonomic assessments and ADA accommodations while supporting in-office operations and facilitating communication and training to promote a safe and accessible workplace.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. SOQ Instructions:
A Statement of Qualifications (SOQ) must be submitted to apply for this position. SOQ Criterion:
  1. Describe your experience developing, implementing, and maintaining policies and procedures related to workplace health and safety, emergency response, or business continuity. In your response, include specific examples of how you analyzed regulatory requirements (such as Cal/OSHA, SEMS/NIMS, or continuity directives), conducted compliance reviews or audits, and ensured alignment with organizational or statewide policies.
  2. Provide an example of a time you led or coordinated emergency preparedness activities, such as mandated drills, hazard analyses, readiness checklists, or the development and maintenance of an Emergency Response Plan or Business Continuity Plan. Describe the steps you took, the stakeholders involved, and the outcomes of your efforts.
  3. Explain your experience assessing and addressing ergonomic or accessibility needs in a hybrid or office-based environment. Include how you identified ergonomic or accessibility concerns, evaluated the needs of employees, recommended and implemented appropriate solutions, and followed up to determine whether the solutions were effective.
