Job Description and Duties

Under the general direction of the Human Resources Director, the Human Resources Risk & Compliance Analyst performs varied analytical work in support of the Human Resources Division’s compliance with applicable federal and state laws, California Department of Human Resources (CalHR) rules and policies, Government Code, California Code of Regulations, State Administrative Manual provisions, Personnel Management Memos, collective bargaining agreements, departmental policies and procedures, and other applicable control agency requirements.

The incumbent reviews Human Resources policies, procedures, records, transactions, and business practices to identify compliance issues and areas of risk; researches and interprets applicable personnel authorities; conducts administrative compliance reviews; prepares findings and recommendations; assists management with corrective actions; tracks changes in personnel requirements; prepares reports and related documentation; and provides technical guidance to Human Resources staff and management.

The incumbent exercises initiative and sound judgment in performing assigned analytical work and maintains the confidentiality of sensitive personnel information. Assignments at the Analyst I/ II level are performed with greater independence and responsibility consistent with the classification specification.

Founded in 1875, Napa State Hospital is the only state hospital in Northern California for persons struggling with severe mental illness. Classified as a low to moderate security facility, the hospital has a bed capacity to treat up to 1,362 patients on an attractive campus with treatment units located on 138 acres.
