The Information Technology Manager I (ITM I) leads the team responsible for ensuring the reliable operation and support of FI$Cal’s enterprise application and middleware platforms, including PeopleSoft, Hyperion, and Oracle WebLogic. The ITM I oversees the daily delivery of application support services, maintaining system stability, managing incident response, optimizing performance, and coordinating effectively with development, infrastructure, database, information security, and business operations teams within the Software Platform Services Section (SPSS).
In this role, the ITM I plans, organizes, and directs the operation, maintenance, and ongoing enhancement of FI$Cal’s application environments. The position provides leadership in platform performance management, configuration management, monitoring, patching, and release coordination to support development, testing, and production activities. The ITM I also guides staff in implementing disaster recovery capabilities, assessing technology improvements, and ensuring compliance with state policies, industry standards, and operational best practices.
The incumbent establishes priorities, communicates expectations, and fosters a positive, inclusive, and high-performance culture. The ITM I coaches and develops staff, promotes accountability, and supports continuous learning to strengthen a resilient and capable application support team. The position also serves as a key communicator and collaborator for FI$Cal’s application operations, ensuring customer-focused service, timely issue resolution, and alignment of technologies and processes with FI$Cal’s mission and strategic objectives.
While the duties for this position primarily fall within the Information Security Engineering domain, assignments may also be made in other domains as organizational needs arise.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

At FI$Cal, we are compliant with the Governor's Executive Order, N-22-25, with a default minimum of four in-person days per work week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, California 95815. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment.
