A Statement of Qualifications (SOQ) is required. Please note that resumes, cover letters, and/or any other documents do not take the place of the SOQ. Applicants who fail to submit a complete SOQ as instructed and/or fail to submit all of the required documents will be eliminated from the selection process.
The SOQ serves as documentation of your ability to present information clearly and concisely in writing. In your SOQ, describe your experience, knowledge, and competencies as they relate to each of the items listed below. The items must be addressed and numbered in the same order as listed; do not consolidate responses. The SOQ must be no more than three pages, typed, using 12-point Arial font on standard letter-sized paper with one (1)-inch margins. Respond to each of the 4 evaluating criteria below:
1. Describe your experience advising executive leadership on fiscal functions, including budgets, contracts and procurement. Provide specific examples and your involvement and how you have formulated, implemented, or evaluated fiscal policies, processes, or practices to ensure compliance with laws and regulations.
2. Describe your leadership experience in preparing and presenting executive-level briefings on program performance, accomplishments, challenges, and areas for improvement. How did you ensure that you effectively communicated the status of large-scale programs to senior leadership, and how did you incorporate feedback regarding program adjustments?
3. In your statement of qualification, please provide an example of your experience providing leadership and building successful teams to implement strategies and your specific involvement with setting directions and/or establishing parameters by which the implementation was to occur. Please include what metrics were used to determine success.
4. Describe a challenging situation you faced while managing a large-scale program. How did you handle competing priorities, managing program changes, and/or resolving issues, including addressing resistance or facing obstacles in implementation?
