Job Description and Duties

***POSITION PENDING CONTROL AGENCY AND BUDGET APPROVAL***

Under the general direction of the SSM II CDCR Team Manager, the Corrections Partnership Field Operative (SSM I) acts as a highly-skilled principal staff person to the State Board, who independently consults and acts authoritatively with the State Board, CDCR, CalPIA, local workforce development boards and regional planning units. The SSM I Specialist is responsible for developing and implementing the Corrections Workforce Partnership, which is a new program that will pioneer policies and procedures that will cross multiple agencies. monitoring local and regional efforts to develop and implement plans and Memorandum of Understanding (MOU)s that specify how integration will take place in the state’s 14 workforce regions. As necessary, assists the Deputy Director and SSM II with any other necessary work to ensure the successful implementation of the Corrections Workforce Partnership.

The SSM I independently develops regional and local MOUs between the Corrections and Workforce systems that specify how individuals will move seamlessly across programs while accessing wrap-around and supportive services designed to facilitate skills attainment and job placement. The SSM I monitors local and regional efforts to implement MOU agreements impacting numerous local and regional parole and probation offices throughout the state, approximately 181 reentry programs overseen by CDCR, and approximately 200 Career Centers in California’s federally funded workforce system in 14 regional planning units and 45 Local Workforce Development Areas.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.

The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership. The State Board sets policy for WIOA Title I programs, including statewide policy pertaining to Local Board responsibilities, as well as policy directly relevant to the design and operations of the One-Stop system.
