Job Description and Duties

This position is Limited Term and may be extended an additional 12 months, may be terminated at any time, or may become permanent at a later date.

Under the direction of the Assistant Division Chief, this position will conduct rent calculations and make recommendations on rent for Land Management Division (LMD) lease files, determine retention of lease documents, conduct lease maintenance activities, and ensure compliance with Commission authorizations.

Rent Review Coordinator:

  • Under minimal supervision, responsible for all rent reviews for the LMD
  • Review lease provisions to determine if rent review is warranted
  • Conduct research and determine if lease is in good standing; if not, determine what is necessary to bring to such standing
  • Determine if appraisal is required pursuant to LMD guidelines
  • Initiate correspondence with Lessee regarding rent review and if necessary determine actions to bring lease to good standing
  • Calculate rent and initiate a rent memo analyzing all applicable methods and make a recommendation for Commission consideration
  • Develop a Staff Report for Commission consideration

Post Commission Action (60.10 process):

  • Close out all LMD calendar items, ensuring compliance with Commission authorization and LMD requirements
  • Analyze and determine the essential documents for retention or disposal with agency practices and lease requirements
  • Ensure compliance with Commission authorization; requires verification of signatory's authority to sign contract, verification contract terms have not been modified and correct notary certificates/language is utilized
  • Validate post-Commission package is complete prior to execution
  • Analyze and verify supplemental documentation satisfies lease provisions and requirements
  • Initiate correspondence requesting information and/or to transmit contract and memorandum of lease documents
  • Update agency database with all relevant information related to Commission action
  • Complete closing documentation including but not limited to Reimbursement Agreement Closing, 60.10 Route Slip, Form 20.4 to Close Out Action
  • Coordinate with County Recorder's offices for recordation of Memorandum of Lease documents

Lease Compliance:

  • Maintain insurance and bond according to lease specifications
  • Validate necessary lease reporting requirements have been met

Process Applications:

  • Process all LMD new lease, amendment, assignment, and consent to encumber applications
  • Review the application for completeness based on the type of application received
  • Determine all necessary paperwork is in order prior to routing to Title Unit, confirm appropriate feeds have been received for application
  • Initiate application process - determine project description, initiate Status Determination, complete boundary work request, and route file to Title

Other Job Related Duties:

  • Provide guidance to Division's Office Assistant (Technician)
  • Maintain vehicle and equipment calendar and distribution
  • Track responses to environmental documents

Working Conditions

  • Occasional travel outside of the office complex
  • Majority of work occurs within an office environment
  • Prolonged periods sitting at a desk in front of a computer
  • Daily use of a personal computer and related software applications at a workstation
  • Will require physical handling of multiple files (lifting up to 20 lbs)
  • Bend, stoop, and stand while performing filing tasks
  • Daily use of phone, copiers, and general office and communication equipment
