Job Description and Duties

This position is a statewide recruitment, the incumbent will be headquartered in the county nearest their residence, including but not limited to the following counties: Sacramento and Los Angeles.

The Medical Consultant I functions either independently or as a member of a review team to conduct on-site and other types of reviews of Medi-Cal providers, including physicians, clinics, laboratories, capitated health maintenance organizations, and other providers. Travel of up to 10% is required. Overnight travel is routinely required and out of state travel including weekend and/or overnight stays may be required.

    Audits and Investigations (A&I) is the designated Program Integrity Unit for California’s Medicaid program – Medi-Cal. A&I’s mission is to protect and enhance the integrity of the health programs administered by DHCS. To carry this out, A&I performs financial and compliance audits, including post-service post-payment utilization reviews, of Medi-Cal providers; performs compliance and medical audits of medical, dental and behavioral health managed care plans; identifies and investigates Medi-Cal provider and beneficiary fraud, waste, and abuse, emphasizing fraud prevention; ensures accountability of state and federal health care funding by recovering identified overpayments; performs onsite reviews as part of the Medi-Cal provider enrollment process; provides technical assistance (financial and medical) for the development and enhancement of DHCS health programs and related policy; and provides technical assistance and audited data to support health care financing initiatives and objectives such as provider rate setting.

     

    A&I also strives to improve the effectiveness and efficiency of DHCS and the programs it administers.

    Investigations Division is responsible for state mandated annual contract compliance reviews of medical managed care plans (MCP); federally mandated post-service, post-payment (PSPP) Behavioral Health (BH) utilization reviews; BH and dental managed care contract reviews; provider enrollment onsite reviews of high and moderate risk prospective Medi-Cal providers; onsite reviews for site certification and recertification of county-owned or operated Short Doyle Medi-Cal Providers; and other requested third-party contract compliance reviews.

    Special Requirements: This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Form 700 within 30 days of appointment and annually thereafter.
