Job Description and Duties

Under direction of the Information Technology Manager (ITM) I, the Information Technology Specialist (ITS) I performs a wide variety of tasks requiring regular innovative problem-solving within broadly stated and non-specific guidelines. The ITS I architects, plans, purchases, implements, develops and maintains solutions in support of all aspects of product, system or application lifecycle for mission critical solutions. The ITS I routinely conducts customer outreach and service support. The ITS I independently works on assignments and on teams as a software engineer and systems engineer on complex systems assignments as enterprise products that require a broad range of knowledge and depth in skill. The ITS I completes work in ensuring administrative, security, customer education and outreach aspects of enterprise systems are addressed. The ITS I will perform duties in the Software Engineering, System Engineering, Information Technology Project Management and Information Security Engineering domains.

Department Information

The California Department of Public Health (CDPH) is dedicated to optimizing the health and well-being of the people of California.

The Information Technology Services Division (ITSD) within CDPH advances it's vision of "Healthy Individuals and Families in Healthful Communities" through the provision of high quality information resources and technology.

The Enterprise Services Section (ESS) supports current technologies used at an enterprise scale, implements new enterprise scale products, and supports systems designed or integrated with these products.

The Statement of Qualifications (SOQ) is a narrative discussion of the candidate’s education, training, experience, and skills as it relates to the desirable qualifications listed above. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing and should be typed and no more than two (2) pages, single-sided and 12-point font. The statement of qualifications should explain in detail why the candidate believes his or her knowledge, skills, and abilities could apply towards this position.

Experience in the following development languages: .Net, CSS3, HTML5, XML, XSLT, Javascript, CSOM, REST, Oauth, Odata, OpenID, Angular, Node.js, React.js, Meteror,Ionic, Bootstrap, MVC, RoR, CLR, C#, Java, PHP, UI/UX, T-SQL , PLSQL.

Experience in the following: PMP, Agile, Scrum, Contracts, Procurement, Service Levels, Capacity Planning

Knowledge in the following systems: Microsoft OS, IIS, SQL Server including reporting, analysis and data transformation services, Powershell, 0365, SharePoint 2013/2016, Nintex, AvePoint, WebTrends, Tableau, Postgres, Kofax, Linux, AppManager, Cherwell, Team Foundation, R, Shiny, ESRI, Tomcat, cloud based and on-premise product administration, identity management products.

Proficiency in administration of: web servers, web sites, content management, source control, electronic signature, encryption, business intelligence, domain name services, source control, user provisioning, database servers, databases, disaster management, auditing, antivirus, patching, scripting, programming, workflow, search, GIS, analytics, compliance, monitoring, performance tuning, scanning, and service desk.
