Job Description and Duties

Are you passionate about managing California's natural and working lands to sequester carbon and support climate change adaptation strategies?  Do you enjoy working with large datasets to support data-driven policy outcomes?  Join the California Air Resources Board's (CARB) Climate Investments Branch to be part of a team that combines technical capabilities with knowledge of natural resources (e.g., carbon cycling in forestry, agriculture, or other natural systems) and climate adaptation to ensure that California Climate Investments (CCI) reduce greenhouse gas (GHG) emissions, provide benefits to disadvantaged and low-income communities, and help meet other State air quality and climate priorities.

We are hiring an Air Pollution Specialist to work in the Climate Investments Assessment Section.  In this role, you will work independently and in teams to provide policy and technical guidance to State agencies administering over $1.3 billion (and growing) in funding.  You will also coordinate across program areas (e.g., transit, affordable housing, energy efficiency, and more!) to review data for all CCI programs to ensure that reported environmental, public health, and economic benefits are consistent with State policy and CARB’s guidelines.

In this role, your specific duties will include: develop and/or update technical methods to quantify or evaluate GHG emissions reductions and co-benefits from investments in natural resources and climate adaptation; work in partnership with State agencies to identify existing technical approaches and to develop new methods as appropriate; work with CARB’s technology team to update and maintain a database and online map of investments to provide transparency and accountability for CCI projects; present program information and recommendations in a clear and concise manner to CARB management and executives, other State agencies, businesses, communities, and advocates for community, environmental, agricultural, and natural resources interests; and travel within the State.


Your work will support communication of program outcomes to the Legislature and other stakeholders, reporting of project benefits, and competitive project selection.

The California Air Resources Board (CARB) is located in the beautiful CalEPA building in downtown Sacramento. We are located close to light rail and parking garages/lots. The building includes Golden 1 ATM access, an exercise room, a cafeteria, and an onsite daycare facility. We are within walking distance to many restaurants and the seasonal farmers’ market in Cesar Chavez Plaza.

We are looking for a self-motivated individual with a creative, agile, and analytical mind.  Applicants must have: a scientific or engineering background; experience with GIS or advanced Excel experience (e.g., formulas, data queries, pivot tables, VBA); experience working productively in teams and cooperatively with broad groups of stakeholders; and knowledge of, or experience with, evaluating GHG benefits and carbon sequestration for natural resources or climate adaptation strategies, development of GHG offset protocols, or environmental and economic cost/benefit analyses to reduce GHG emissions.

The most competitive applicants will demonstrate multi-disciplinary experience, which may include: subject matter expertise in natural resources or climate adaptation; some programming abilities (e.g., experience with Python, SQL, or similar); project management experience; knowledge of, or experience with, CARB’s other initiatives; knowledge of, or experience with, implementing regulatory or incentive programs to reduce GHG emissions; strong communication skills, including the ability to translate complex technical issues into concise everyday language, and to communicate persuasively with CARB management, agencies, industries, and other stakeholders; the ability to problem-solve under pressure (e.g., critically evaluate technical data and develop summaries, apply research to inform policy and technical recommendations, and generate high-quality work products, all within short timeframes); and flexibility, tact, and a sense of humor in response to a fast-paced environment with shifting needs and priorities.
