Job Description and Duties

If you desire a rewarding and challenging position in public safety where you can make a difference by using your experience and abilities in management and leadership then this is the position for you.  The California Governor’s Office of Emergency Services encourages you to apply as a candidate for our vacant Coastal Region Administrator.

As the Regional Administrator this position carries out a variety of managerial and leadership duties over Emergency Managers that are assigned to support County OES offices throughout the region. There may also be administrative supervision of support staff located at our headquarters office.  In this position you will have the opportunity to help design, implement, monitor, analyze and evaluate response disaster plans for floods, earthquakes, fires, and terrorist threats and lead the state response efforts to major emergencies.

Working Conditions

The Headquarters for this position is located in Fairfield and will require travel throughout the Coastal Region and occasional travel statewide.
Coastal Region

There are 16 counties within the Coastal Administration Region which is the same area as Mutual Aid Region II. Within the region there are 151 incorporated cities. The total population of all cities and counties in the Coastal region is 8,090,270.


The Coastal Region geography is vast and varied with terrain consisting of valley floor agricultural centers, watershed areas, foothill regions and into the coastal mountain range areas.

    Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees. As an employee, you may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

    General Qualifications

    State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    (1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program Objectives; and a manager's role in the Equal Employment Opportunity Program.

    (2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Examination Information

    The examination process will consist of a Standard State Application (form STD 678), Resume, and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your experience as it relates to the "Evaluation Criteria" and may also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Application, Resume, and Statement of Qualifications may be the only basis for your final score and rank on the eligible list. The most qualified candidates may be scheduled for an interview as part of the examination process, if it is deemed necessary in order to make a decision.

    Applicants who fail to follow the Statement of Qualifications guidelines and provide the required application documents will be eliminated from this examination process.

    When preparing your Statement of Qualifications, you are required to follow these guidelines:

    • The evaluation criteria on the Statement of Qualifications MUST be addressed and numbered in the same order as is listed on the bulletin.
    • The information you provide must be complete and presented in a clear and concise manner.
    • The Statement of Qualifications must be typed, double spaced with an Arial font size no smaller than 12 pt.

    Statement of Qualifications

    In addition to the Standard State Applications (STD. 678) and resume, all interested applicants are required to submit a Statement of Qualifications. The Statement is a narrative discussion of how the candidate's education, training, experience, and skills meet the evaluation criteria and qualify them for the position. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing. The Statement of Qualifications shall be no longer than five (5) typed pages in length, single sided, double-spaced in 12pt Arial font and one inch margins. You must provide individual responses, numbered accordingly, to each of the following statements provided in the "Evaluation Criteria" section of this bulletin.

    Evaluation Criteria

    The Statement of Qualifications should describe a narrative of their experience relevant to each of the factors listed below, examples should be provided to justify the experience described. The factors that will be utilized in the evaluation are

    1. Management team experience demonstrating strong leadership, communication skills, creativity, flexibility, sound judgment and interpersonal skills in a service-oriented, quality management environment.


    2. Experience in the application of planning, programming, budget and fiscal principles and demonstrated ability to plan, organize and direct the work of multidisciplinary professional staff and to exercise supervisory responsibilities for diverse and geographically dispersed staff.



    3. Ability to lead and manage a complex program from concept to execution, implementing quality management and emergency management principles in aspects of regional operations, making recommendations and continuous improvement to systems and processes.


    4. Effective skills in oral and written communications and demonstrated ability to develop cooperative working relationships with all levels within and outside the Agency (local, State and Federal government).



    5. Ability to lead and coordinate response and recovery operations to a natural or human caused emergency or disaster event.


    6. Demonstrated knowledge of overall policy development and planning including experience in the execution and/or evaluation of program policies.
