Job Description and Duties

The Enterprise, Innovation and Technology Services (EITS) Division is responsible for designing architecting, building and delivering secure innovative solutions and services that drive health care quality and for information technology (IT) strategy formulation, enterprise architecture, enterprise portfolio management, and enterprise governance. EITS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services, the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. EITS establishes IT policy and standards and ensures compliance with state and federal laws and regulations regarding the use of IT and the safeguarding of electronic information; supports a complex portfolio of program systems.
 
The Information Technology Specialist I (ITS I) is responsible for managing, supporting and administering complex cloud enterprise services for the Department of Health Care Services (DHCS)working in the domains of System Engineering and Software Engineering.

The incumbent provides technical leadership to various teams in the
Business Operations Technology Services Division(BOTSD).The ITS I is responsible for systems engineering, architecture, design, configuration and administration of all aspects of centralized cloud services for DHCS. The position requires a person who can independently provide direction and be responsible for the deployment, implementation, and support of cloud services and systems. The ITS I requires a high level of knowledge, skills and abilities in all aspects of centralized enterprise systems and applications in multiple cloud server instances that provide the following services throughout the department which include but not limited to the Amazon Web Services (AWS) cloud hosting, Azure Cloud Services (ACS) cloud hosting, public cloud infrastructure, cloud architecture, Identity Access Management (IAM), Multifactor Authentication (MFA), Active Directory (AD) services, and California Department of Technology (CDT) Cloud Provider Interconnect (CPI) services. The ITS I will work with external and internal stakeholders, and provide subject matter expertise on program management, technical, functional and business processes.

Department Information

This position requires the incumbent to maintain consistent and regular attendance; communicate effectively (orally and in writing if both appropriate) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and, adhere to departmental policies and procedures regarding attendance, leave, and conduct. 

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the State of California implemented the Personal Leave Program 2020 (PLP 2020).  As a result, full time DHCS positions are subject to a 9.23% reduction in pay, in exchange for 16 hours PLP 2020 leave credits.  Part time and intermittent position compensation will be on a pro-rated basis.
