Job Description and Duties

Under the general supervision of the Information Technology Manager I, the Information Technology Specialist I is a member of the application development team and is responsible for executing the full application development cycle for DDS business applications and databases. This includes meeting with stakeholders to collect requirements, requirements analysis, writing technical documentation, application development, writing test procedures, unit and integration testing, monitoring user testing, application maintenance and technical support of various business application systems.  The incumbent must have the ability to understand and apply information engineering, data and process models, web-based technologies, and cloud environments.

 

The Information Technology Specialist I must have the ability to learn new concepts, understand system to system relationships and interfaces and maintain cooperative working relationships with business partners and the development team to identify goals and objectives. The incumbent must possess strong organizational, analytical, and verbal/written communication skills; works both independently and in a team environment, participate in meetings, provide status reports, and completes work assignments in an effective, accurate, and timely manner. The incumbent must keep up with current and industry trends, standards and practices related to web application development.

Department Information

The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

 

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The DDS is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:

  • First floor retail space (separate access from 12th Street)
  • Café with multiple vendors
  • Outdoor seating for meal breaks
  • Employee fitness center which includes a yoga studio, cardio equipment and weights
  • Plaza area with kitchenette on each floor
  • Lactation rooms

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Working knowledge of Agile Development Methodology
  • Front-end development (e.g., SharePoint, PowerApps, PowerBI)
  • Working knowledge of Microsoft Dynamics 365 (PowerApps Model-Driven Apps)
  • HTML, HTML5, JavaScript, C#, and other programming/scripting language
  • Cloud computing environments such as AWS, Azure, Google Cloud Platform
  • Knowledge of windows servers (IIS)
  • Distributed version control (GitHub or Azure DevOps)
  • Querying relational database management systems.
  • Familiar with building hybrid applications and moving into a cloud environment
  • Working knowledge Software Development Life Cycle
  • Knowledge of Federal Section 508 and State Accessibility Guidelines
  • Demonstrated ability to produce clean, well-designed code
  • Demonstrated ability to work in a multiple platform environment
  • Demonstrated ability to document IT solutions with user and developer manuals
