Job Description and Duties

Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the California of Human Resources (CalHR) implemented the Personal Leave Program 2020 (PLP 2020).  PLP 2020 directs that each full time employee will continue to work their assigned work schedule and shall receive a 9.23 percent reduction in pay in exchange for 16 hours PLP 2020 leave credits, monthly.  Information regarding the PLP is located is available in the Human Resources Manual, Section 2113, Personal Leave Program (PLP) at http://hrmanual.calhr.ca.gov/Home/ManualItem/1/2113.

The mission of the California Department of Social Services is to serve, aid and protect needy and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence. The Caregiver Background Check Bureau manages the background check process for all licensed caregivers, their employees, specified volunteers and non-client adults residing in a facility. This opportunity is for one Staff Services Manager Position (SSMI) within CBCB.

Under the direction of the Assistant Bureau Chief (SSMII), the Staff Services Manager (SSMI) manages one Unit in the Caregiver Background Check Bureau. This position has overall management responsibility for exemption and arrest only case processing exemption analysts and clerical staff. These analysts review, determine, and make decisions related to granting exemptions to individuals with criminal backgrounds who apply to be associated with licensed care facilities in California or registries to work with vulnerable clients.  The SSM I is responsible for understanding and updating processes and procedures, developing and mentoring staff and work in a team environment contributing to the goals of CBCB. This position requires a fingerprint clearance by the Department of Justice (DOJ) and the Federal Bureau of Investigations (FBI).

This work location is very convenient!  CBCB is in the Rancho Cordova area of Sacramento, with free parking on-site.  Many restaurants including Starbucks, Sandwich Spot and Ihop, are located within one mile of the office. Easy access to the American River Bike Trail, Highway 50 and Elk Grove.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.
