Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by planning, organizing, and directing the work of staff in the Provider Technical Assistance Section. The Health Program Manager II (HPM II) directs a multidisciplinary team that will confer with stakeholders upon request to provide technical assistance and guidance to improve quality of care and healthcare outcomes in facilities. Manages and responds to controlled correspondence related to long-term care facilities. Oversees the collection of data and research into industry best practices and drivers of quality care.

 

The incumbent works under the general direction of the Staff Services Manager III.

 

Teleworking may be available for this position, in accordance with CDPHs Telework Policy and Procedures.

The Staff Services Manager (SSM II) eligibility list is used as an appropriate list for the Health Program Manager (HPM II). Applicants must meet the minimum qualifications for both classes in order to be eligible for appointment.

Department Information

Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
