Job Description and Duties

In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, Caltrans will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Under the general direction of the Chief for the Division of Rail and Mass Transportation (DRMT), the incumbent serves as the Division’s Assistant Division Chief and helps to plan, organize, and direct the efforts of the Division to support an integrated statewide network of rail and transit for all.  The incumbent provides direct supervision to the Division’s five Office Chiefs with primary responsibility for the Division’s administration and operation. The incumbent also assists in directing the efforts of the Division’s consultant resources and coordinating with Caltrans District transit staff.    The incumbent responds to complex political and funding issues and supports the Division Chief in coordination with external partners including the California Transportation Commisison, rail and transit operators, and advocacy organizations.  The incumbent provides support for transit and rail planning and operations, program management for capital projects, and close coordination with other State Agencies.  The incumbent must have awareness and sensitivity to social, economic, and environmental conditions which affect transportation planning and project delivery; commitment to advancing equity through all efforts; ability to delegate responsibility to others; ability to inspire the confidence of others; ability to further the recognition of Caltrans as a multi-modal transportation organization.

Special Requirements

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process.  

This is a Caltrans Promotional examination.

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Minimum Qualifications:


Either I

One year of experience in the California state service performing transportation or environmental planning duties in a class comparable in level of responsibility to Supervising Transportation Planner or Supervising Environmental Planner.

Or II

Five years of supervisory or administrative transportation or environmental management experience with regional or statewide impact. (At least one year must have been comparable in level of responsibility to work performed by a Supervising Transportation Planner or a Supervising Environmental Planner in the California state service.) and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equal to one year of education.)

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the class specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678).  List all experience relevant to the “Minimum Qualifications”. 

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified in writing of their examination results.

Note: If using Out of Class (OOC) experience, you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

Education:
If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ. Unofficial transcripts will be accepted for entrance into the examination, however, official transcripts may be required prior to appointment.

Statement of Qualifications

A Statement of Qualifications (SOQ) is required and must be submitted along with your State application.
