Job Description and Duties

Your work will support DMHC’s mission to protect consumers’ health care rights and ensure a stable health care delivery system! Our goal is to be the best and most innovative technology office within the State of California!

Under direction of the Information Technology Manager I of the Business Intelligence Division (BID), the Data Systems Analyst works closely with program staff and BID leadership to define data projects that support department-wide decision making:

  • Analyze and document business requirements for Business Intelligence (BI) projects that can consist of data warehouse, data extraction/transformation/load (ETL), data extraction/load/transformation (ELT), data mart, enterprise reporting and analytic solution components.
  • Work with program staff to develop requirement documents, design documents, use cases and test cases that define complex and advanced data projects.
  • Design and development of data acquisition solutions including ETL and/or ELT using our Microsoft SQL Server Integration Services and/or Tableau capabilities.
  • Design and develop solutions within DMHC’s Data Governance and Data Quality Management standards to ensure high quality data is available to programs for analysis.
  • Participates in building a data-driven culture across the DMHC program areas by supporting Data Governance and Master Data Management programs.
  • Function as an integral member of a BI team responsible for delivering enterprise data solutions that include planning, organizing, controlling, and managing BI initiatives and solutions.
  • Work independently as required, and provide consultation and information regarding all data projects and issues related to DMHC data assets.

Working Conditions

This position is located in downtown Sacramento in a modern facility with the following amenities: on site gym, free shuttle service to local businesses, two tenant appreciation events each year, across the street from a Farmer’s Market, and one block to light rail. Join this team of professionals for an opportunity within an energetic setting.

The employee will work in a climate-controlled office under artificial lighting. There will be occasional fluctuations in temperature. The employee will work in a cubicle and will periodically attend meetings and/or training outside of his/her assigned office. The employee will work in and/or visit offices located in a high rise building accessed through elevators. Due to COVID -19 pandemic, DMHC employees are currently teleworking.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Experience in designing and developing enterprise and departmental business intelligence, data warehousing, and reporting solutions while working with business users and stakeholders. This includes business and technical requirements documentation and analysis, ETL/ELT development, implementation of data quality initiatives.

2. Experience with the design, analysis, and interpretation of projects from data requirement gathering to data processing, data mapping and data modeling.

3. Experience mapping relationships between databases and reporting systems. Illustrates data relationships across multiple databases, with the ability to understand and explain relationships to users of the information.

4. Experience with developing and maintaining a data dictionary, Key Performance Indicators, and validated measures.

5. Experience meeting data requests from internal and external stakeholders and addressing gaps in existing data quality.

6. Experience with data acquisition and distribution strategies and reporting processes to ensure the systematic, efficient, and reliable collection and distribution of data.

7. Experience in accessing, integrating, and cleaning data from internal and external sources to assess the impact and activity outcomes of programs.

8. Experience presenting data sets in a manner that is user-friendly and facilitates learning/understanding at various levels (i.e., Program staff, Supervisors, Executive and Directors).

9. Experience in conducting all reporting and data mining in compliance with privacy, confidentiality and proprietary regulations and policies.

10.Familiar with data engineering concepts and practices, including a very strong SQL skill.

11. Knowledge of enterprise BI processes along with tools such as SQL Server, MS Azure, Tableau, and PowerBI.

12. Knowledge of Data Quality tools, technology, theories, concepts, and practices; federal/state/or other Quality Assurance (QA) standards or regulations, data collection and analysis concepts and practices.
