Job Description and Duties

In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, Caltrans will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Under the general direction of the Deputy District Director for Design, the incumbent supports the Deputy District Director in directing the activities and decisions relating to design and development of complex transportation projects designed by Caltrans, local agencies or consultant staff. The incumbent directs Design functions, which include Roadway Design Units & Engineering Services Units.

Special Requirements

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) Process.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

This is a Caltrans Promotional examination.

Minimum Qualifications

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Possession of a valid certificate of registration as a civil engineer issued by the California
State Board of Registration for Professional Engineers. and

Either I

Experience: One year of transportation engineering experience as a senior level engineer in the California state service.

Or II

One year of supervisory or managerial experience equivalent in level to a Senior Transportation Planner in the California state service. and

Two years of civil engineering work at the Associate Engineer level or higher in the California state service.

Or III

Broad and extensive (more than five years) transportation engineering experience, two years of which are equivalent in responsibility to the senior level engineer in the California state service.

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678).  List all experience relevant to the “Minimum Qualifications”.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

Out of Class (OOC) Experience: If using Out of Class experience, you must submit a copy of your signed and approved Out of Class documentation. Failure to do so may result in your Out of Class experience not being considered during the evaluation process of this examination.

STATEMENT OF QUALIFICATIONS

A Statement of Qualifications (SOQ) is required and must be submitted along with your State application. 1.Demonstrated experience in the design of highway and freeway improvement projects

2.Demonstrated expertise in the implementation of design policies and procedures, including standards and procedures in the Highway Design Manual and the Project Development Procedures Manual

3.Demonstrated ability to examine existing policy and seek new and more efficient ways of conducting business, standardize and streamline operations, and embrace continuous improvement

4.Demonstrate ability to evaluate risks and effectively apply logic, creativity and flexibility in decision-making process and successfully apply motivation and negotiation skills

5.Demonstrated experience of working and collaborating with internal and external partners (e.g.,HQ Design, Federal Highway Administration, Consultants, Regional Transportation Planning Authorities)
