Under the general direction of the Chief Information Officer (CIO), the Information Technology Manager I (ITM I) serves as the Chief of the Project Management Office (PMO). The incumbent is responsible for managing the department’s most critical Information Technology (IT) projects including, but not limited to, the NIMBUS (Necessary Infrastructure Modernization for Business Unified Services) modernization project. NIMBUS is the department’s modernization initiative to move legacy applications from custom-code to configurable cloud systems. This position has oversight of the PMO staff that includes, but is not limited to, Project Managers, Business Analysts, vendors/contractors, and partners/external stakeholders to ensure successful project completion; reporting of project status to multiple stakeholders within DMHC, California Health and Human Services (CalHHS) Agency and California Department of Technology (CDT).

You will utilize your Microsoft .NET development skills, and experience configuring cloud-based applications.

Working Conditions

This position is located in downtown Sacramento in a modern facility with the following amenities: on site gym, free shuttle service to local businesses, two tenant appreciation events each year, across the street from a Farmer’s Market, and one block to light rail. The employee will work in a climate-controlled office under artificial lighting. There will be occasional fluctuations in temperature. The employee will work in a cubicle and will periodically attend meetings and/or training outside of his/her assigned office. The employee will work in and/or visit offices located in a high rise building accessed through elevators.

The Department protects the health care rights of more than 27.7 million Californians by regulating health care service plans, assisting consumers through a consumer Help Center, educating consumers on their rights and responsibilities and preserving the financial stability of the managed health care system.

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Current Project Management Professional (PMP) Certification issues by the Project Management Institute (PMI).
  2. Experience managing Software Development Projects that leverage Microsoft .NET.
  3. Experience managing Business Intelligence Projects.
  4. Experience managing projects that utilize low-code configurable SaaS Platform(s).
  5. Experience managing Dynamic Case Management projects.
  6. Experience managing Medium ($1 million) to Large (tens of millions) Software Development projects in a Project Management Supervisor or Management role.
  7. Experience exercising a high degree of initiative supervising or managing a Project Management Office consisting of 5 or more persons.
  8. Experience with Information Technology (IT) management methods and techniques; planning, design, development, testing, and deployment of IT projects and systems.
  9. Experience with industry best practices and standards such as Information Technology Information Library (ITIL), Software Development Lifecycle (SDLC); Agile and Waterfall Project Management Methodologies, DevOps software development methodologies/framework
  10. Experience with State of California IT policies and procedures including Statewide Information Management Manual (SIMM), State Administration Manual (SAM), State Contracting Manual (SCM) and California Project and Portfolio Management (CA-PMM).
  11. Ability to effectively manage multiple priorities and projects.
  12. Ability to work with multiple levels of staff and management to achieve desired outcomes.
  13. Excellent organizational, analytical and interpersonal skills.
  14. Excellent oral and written communication skills.
