Job Description and Duties

The Regional Early Action Planning Grants of 2021 (REAP 2.0) is a $600 million state and federal investment to advance the implementation of adopted regional plans by funding planning and implementation efforts that accelerate infill housing and reductions in per capita vehicle miles traveled. The REAP 2.0 program is administered by the California Department of Housing and Community Development (HCD) in collaboration with the Governor’s Office of Planning and Research (OPR), California Strategic Growth Council (SGC), and the California Air Resources Board (CARB). 

Under the supervision of the REAP 2.0 Program Manager with direction from the REAP Leadership Team, and general direction from the OPR Deputy Director of Planning & Community Development, the REAP 2.0 Senior Intergovernmental Analyst will assist on the development and implementation of REAP 2.0 program guidelines, materials, and monitoring activities. The incumbent will coordinate and provide technical assistance, including providing GIS data and mapping technical assistance to interagency partners and grantees to support the advancement of broad State goals and priorities, including climate change mitigation and greenhouse gas reduction, infill housing development and vehicle miles traveled reduction goals, housing production and affordability, economic development and shared prosperity, social and racial equity, and others.

The incumbent is required to have proven communication and grant management skills. Some scientific understanding of climate change is preferred, including climate change adaptation and mitigation, climate and environmental policies, and other technical topics relevant to climate change policy. The incumbent must be open-minded, detail oriented, and passionate about advancing racial and social equity within state funding programs.

Working Conditions

This position's location is not limited to Sacramento, California. The Office of Planning and Research is based in Sacramento. However, we will accommodate applicants who wish to work remotely the majority of the time. Therefore, we will consider applicants throughout the state of California who are interested in this position.

    Special Requirements

    • Subject-Area Knowledge: General familiarity with one or several relevant subject areas and practices, e.g.: climate adaptation and resilience planning, climate vulnerability assessments, local government roles and processes, land use planning, regional governance in California, housing, community development, economic development, social and racial equity, environmental policy and environmental protection. Grant management experience.
    • Collaboration: Track record of successfully collaborating with diverse teams and fostering positive working relationships with colleagues and partners. Passionate about community engagement and providing high quality stakeholder and partner engagement.
    • Organization and Personal Accountability: Ability to prioritize assignments, manage multiple simultaneous projects, ask for assistance when needed, and provide regular progress updates to collaborators, supervisors, and colleagues.
    • Communication skills: Excellent written and oral communications, especially the ability to write succinctly and clearly. (See Writing Sample requirements below)
    • Analysis: Ability to research and analyze quantitative and qualitative information and prepare and present results orally and in writing.

            Selection Process

            Review and Selection Process:

            Candidates with the most desirable qualifications will be invited for interviews. Initial and final interviews will be held via videoconference. In-person interviews will not be conducted due to the State’s public health and safety directives during the COVID-19 pandemic.

            The Senior Intergovernmental Program Analyst serves at the pleasure of the Governor and is an “Exempt” position; therefore, appointment to this position and salary are subject to executive approval.
