Division Description

The Financing division is responsible for ensuring the continued financial stability of the Agency. The division directs the investment of Agency funds and actively manages the Agency’s outstanding debt portfolio through the issuance of bonds, notes, and other debt instruments. Financing also manages financial agreements such as interest rate swaps, bank credit facilities, and remarketing agreements.

Position Summary
Under the supervision of the Financing Officer, this position assists in the day-to-day operations of the Financing Division and supports the Financing staff in creation of management reporting, data gathering and compiling information for financial data requests, documentation and record-keeping related to Agency’s ongoing financing programs, financial and risk analysis related to decision-making for the Agency’s business units, internal or inter-agency coordination required to manage Agency’s funding sources and investments.

Working Conditions

CalHFA is a high-rise building conveniently located in downtown Sacramento with access public transportation (light rail and bus) and freeways(I-5, 99, and Business 80). It is a block from Downtown Commons (DOCO), the Golden 1 Center, and many restaurants.  CalHFA employees also have access to the gym located in the building.

For more than 40 years, the California Housing Finance Agency (CalHFA) has supported the needs of renters and homebuyers by providing financing and programs so more low to moderate income Californians have a place to call home. Established in 1975, CalHFA was chartered as the state's affordable housing lender. The Agency's Multifamily Division finances affordable rental housing through partnerships with jurisdictions, developers and more, while its Single Family Division provides first mortgage loans and down payment assistance to first-time homebuyers. CalHFA is a completely self-supporting state agency, and its bonds are repaid by revenues generated through mortgage loans, not taxpayer dollars.

Successfully complete the competitive State civil service exam
pertaining to this classification at  Staff Services Analyst




Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250)




Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.
