Job Description and Duties

Under administrative direction, incumbent serves in an executive management role in setting or influencing organizational information technology policy; formulating long-range information technology programs and objectives; and reviewing implementation and conformance of information technology programs with the Center for Data Insights and Innovation (CDII) and California Health and Human Services Agency (CalHHS) policies and objectives. Incumbent has the responsibility for planning, organizing and directing the work of multiple information technology programs or units, typically through subordinate supervisors, product owners, managers, and IT architects.

The Data & Engineering (D&E) Section Chief provides leadership and accountability for CDII’s current and future data engineering and data science products and services, supporting Department and Agency stakeholders. The D&E Section Chief is the portfolio manager for the most technically advanced, highly complex business solutions built on top of CDII’s Agency Data Hub ecosystem, providing strategic and operational strategic leadership.

Special Requirements

SOQ instructions: no smaller than Arial 11 font. Max 2 pages. Provide clear and concise responses.

  1. Describe a complex project you were involved in including, your role, responsibilities, and what tools or management methods were used. How would you characterize your ability in meeting your leadership and stakeholders expectations?
  2. Based on your experience with accessing or sharing State data, provide two recommendations that could be immediately initiated that would improve data sharing across CalHHS. What resources would be required, and how would they impact data sharing processes or culture
  3. Describe a project that involved both a technology vendor and in-house IT staff. How did you leverage each group? How did you ensure coordination between them? What were your lessons learned?

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.
