Job Description and Duties

In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, Caltrans will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Under the direction of the Deputy Director for District 5 Transportation Planning, Local Assistance & Environmental Stewardship, the incumbent is directly responsible for the overall program management of the Local Assistance, Advance Planning, and the Environmental Stewardship Branch (ESB) within District 5. Areas of emphasis include Local Assistance, Project Initiation Document (PID) management, ESB program oversight, monitoring of units’ resource expenditures, monitoring of local project progress, and identification and resolution of project delivery barriers. Through subordinate supervision, the incumbent is also responsible for program management and other related activities/functions.

This is a Caltrans Promotional Examination. 

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Possession of a valid certificate of registration as a civil engineer issued by the California
State Board of Registration for Professional Engineers.
and

Minimum Qualifications:

Either I

Experience: One year of transportation engineering experience as a senior level engineer in the California state service.

Or II

One year of supervisory or managerial experience equivalent in level to a Senior Transportation Planner in the California state service. and

Two years of civil engineering work at the Associate Engineer level or higher in the California state service.

Or III

Broad and extensive (more than five years) transportation engineering experience, two years of which are equivalent in responsibility to the senior level engineer in the California state service.

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the class specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678).  List all experience relevant to the “Minimum Qualifications” that are listed in the Class Specifications above. 

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.  All applicants must meet the minimum requirement for this examination by the final filing date.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified in writing of their examination results.

Out of Class (OOC) Experience:
If using Out of Class experience, you must submit a copy of your signed and approved Out of Class documentation. Failure to do so may result in your Out of Class experience not being considered during the evaluation process of this examination.
