The California Governor's Office of Emergency Services (Cal OES) is a leader in emergency management and homeland security that provides dedicated service to all. The Public Assistance Division aids local governments, state agencies, special districts, tribal governments, and eligible private non-profit organizations impacted by disaster(s) in order to attain a safer future for all California communities. The Public Assistance Division ensures state and federal support is provided to applicants in an efficient manner to assist communities in recovering from a major disaster or emergency event.

This position will report to the Recovery Public Assistance Division Manager and will closely coordinate with the Coastal, State and Southern Unit Program Managers. The Public Assistance Inland Unit Program Manager I will lead their unit by providing guidance and technical assistance when pertaining to Public Assistance Disaster Grant opportunities. In most cases, this position will serve as the lead for Public Assistance damage assessments, and management of declared events within the region.

The Public Assistance Inland Unit Program Manager I position is based in Mather, CA with a hybrid telework arrangement – three days in office and two days remote. However, the ability to telework may be impacted by a major disaster or emergency event(s) and could require full-time in person attendance. Employees are expected to be able to report to their worksite, with minimal notification, if an urgent need arises.

Department Information

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.


In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

  • Ability to work well as part of a team and independently, as necessary, in a fast-paced environment.
  • Ability to build strong working relationships with local, state, and federal counterparts.
  • Ability to lead and supervise a unit of employees.
  • Ability to direct staff in writing and reviewing program-related documentation including reviewing/providing feedback and issuing necessary approvals.
  • Ability to produce and supply detailed reports for senior leadership.
  • Ability to effectively communicate and work from a remote location, away from HQ.
  • Ability to interact with local, state, tribal, and federal stakeholders, and community-based organizations/private sector agencies.
