Job Description and Duties

The California Energy Commission seeks an Attorney I in the Hearing and Advisory Unit of the Chief Counsel’s Office. The Chief Counsel’s Office is a full-service law office involved in all phases of Commission activity, and attorneys have an opportunity to work directly and closely with the state’s principal energy policymakers.

Under the direct supervision of an Assistant Chief Counsel and the general direction of the Chief Counsel, the Attorney I will be responsible for providing a broad spectrum of legal advice on diverse legal issues in areas such as energy, environmental, and administrative law. The Attorney I’s work includes appearances before the Commission and may include appearances in other state and federal agencies. The position will be located in the Hearing and Advisory Unit. Attorneys in this unit perform a variety of functions, including: 1) providing legal advice and support to the Commission and its staff on matters of statewide and regional significance, including electricity reliability, Western resource planning, and implementation of incentive programs as the agency leads the state to a 100% clean energy future for all;  2) providing legal advice and support to the Commission and its staff on transforming transportation to help meet the state’s trailblazing climate goals; co-presiding with Commissioners on power plant licensing cases, including geothermal facilities advanced to help the state transition to 100% clean energy; 3) providing legal advice and analysis on state and federal legislation, rulemakings, and other proceedings, including activities at the Federal Energy Regulatory Commission, California Public Utilities Commission, and others;  4) working with counterparts at sister agenciesto develop legislation to facilitate California’s transition to 100% clean energy in a reliable and equitable manner;   5) providing legal advice and support to the Commission and its staff in its first-in-the-nation regulation of the petroleum industry; 6) providing legal advice to Commissioners and staff on a variety of other matters, including complaint or investigation proceedings, open meetings, conflicts of interest, and energy policy matters.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location (telework).

The successful applicant should have strong analytic and writing skills and have knowledge and experience, or demonstrated interest, in: (1) administrative law, including the California Administrative Procedure Act (2) State energy and environmental law, including the California Environmental Quality Act; (3) California laws governing regulatory agencies with legislative and regulatory powers and duties, including but not limited to, the Political Reform Act and other provisions governing conflicts of interest and governmental ethics, the Bagley-Keene Open Meeting Act; (4) the rules and processes governing the conduct of administrative hearings. All applicants must be a member of the State Bar of California.
