Job Description and Duties

Under the general direction of the Unit Chief in the Administration, Legislation and Regulations Branch Policy Division Administration Section, Policy Division Administration Unit (PDAU), the Associate Governmental Program Analyst (AGPA) assists with the implementation of the administrative functions, including fiscal oversight and contract management, of the County Mental Health Plans (MHP), Drug Medi-Cal (DMC), Drug Medi-Cal Organized Delivery Systems (DMC-ODS) (collectively referred to as "County BH Plans"), as well as the other programs operationalized by MCBH-PD, such as the Behavioral Health Transformation initiative, 988, the CARE Act, and others. The AGPA serves as a consultant to the Unit Chief and provides medium-level analysis of program initiatives, serves as a subject matter expert, program advisor, project manager, performs program coordination efforts, and provides technical assistance to County BH plans, as needed.

Working Conditions

  • Telework may be available 100% of the time.
  • Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California. 
  • Should the incumbent need to report to an office, they will need to report to DHCS headquarters located at 1501 Capitol Avenue, Sacramento, CA 95814.

Medi-Cal Behavioral Health Policy Division (MCBH-PD) oversees the policy and program areas of the Specialty Mental Health Services, Drug Medi-Cal (DMC), and Drug Medi-Cal Organized Delivery System (DMC-ODS) programs. Specifically, MCBH-PD oversees State Plan Amendments for county behavioral health plans; behavioral health CalAIM development and implementation activities, including for Peer Support Services, No Wrong Door, Documentation Redesign, Behavioral Health Administrative Integration, and Screening and Transition of Care Tools; 988; the Medi-Cal Mobile Crisis Services benefit; Community Assistance, Recovery, and Empowerment (CARE) Act; the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Demonstration; Recovery Incentives Program; Family First Prevention Services Act; and Complex Care cases.
