Job Description and Duties

The Consumer Products Enforcement Section (CPES) in Sacramento has an opening for two motivated, resourceful, enthusiastic and qualified Air Pollution Specialists (APS) to conduct a variety of activities related to development and advancement of air quality standards. The CPES is responsible for enforcing ARB regulations designed to improve air quality by reducing emissions generated by (1) non-compliant chemically formulated and aerosol coating products, such as aerosol paints, paint thinners, cleaning compounds, polishes, personal care products, lawn and garden products, detergents, disinfectants, sanitizers, automotive specialty products, and solvents, (2) non-compliant composite wood products, such as plywood, particle board, and medium-density fiberboard, and other products that are made from these materials, including decorative wall coverings, cabinetry, subflooring, shelving, household and office furniture, children’s toys, and recreational vehicle interior components, and (3) non-compliant indoor air cleaning devices. We are seeking two APSs to play an integral role in the development and implementation of new air quality enforcement programs such as the Chemically Formulated Products Program, the Composite Wood Products Program, and the Indoor Air Cleaning Device Program. The position also requires close interaction and teamwork with a broad range of internal and external stakeholders including; scientists, engineers, operators as well as industry and environmental organizations.

Under supervision of an Air Resources Supervisor I, the incumbent will conduct inspections and investigations to ensure ARB regulations are in compliance with various consumer products (e.g. chemically formulated and aerosol coating products, composite wood products, and indoor air cleaning devices). The incumbent will investigate complaints, tips, and leads received from the public, industry, or affected stakeholders. The incumbent will participate in the review and interpretation of air pollution regulation requirements to determine potential emission sources for inspection and/or investigation. The incumbent will prepare composite wood samples for testing by using power equipment including saws, planners, and sanders; inspections by collecting product samples, investigating cases where product samples fail testing for laboratory analysis. This process requires use of power equipment including saws, planers, and sanders and lifting of sample pieces that weigh up to 45 pounds. Operating a forklift may be required at times. This duty requires repetitive movement of heavy objects. Maintenance and oversight of the composite wood sample preparation equipment and area including contracts to support these activities. The incumbent will research and prepare technical reports, correspondence, or documentation relating to enforcement action taken to correct noncompliance and provide support in cases that are referred for litigation to a local district attorney or the Attorney General’s Office. Attend off-site meetings, conferences, inspections, and field testing. Travel is required.
