Job Description and Duties

The Area Source and Community Inventory Development Section is a newly formed section responsible for updating the area source emission estimates for criteria pollutants and toxic air contaminants as well as developing community inventory methodologies to support the Community Emission Reduction Program outlined in AB 617. This Section will be responsible for developing a thorough understanding for each of the communities identified in the community state strategy to develop a community inventory of all sources (stationary, mobile and area) within each boundary. In order to ensure the data for each community is collected accurately, the Section will closely collaborate with the Criteria Pollutant and Air Toxics Reporting Section and the Office of Community Air Protection. This Section will also work closely with the Air Quality Planning Branch to assess and develop prioritization for updating area sources to comport establishing a multipollutant database and inventory. The Section will also work with community groups to understand the emission sources that are of highest concern.

We are looking for an enthusiastic, intellectually curious, self-directed individual to conduct a variety of activities related to developing community inventory methodologies to support the Community Emission Reduction Program in AB 617. The successful candidates’ duties may include developing and implementing program community inventories, quantifying community emissions from stationary or mobile sources, developing guidance to support method requirements, and working with stakeholders, air districts, other governmental agencies, and the public to ensure the inventory is representative of all emission sources within the community.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

We are particularly interested in candidates with experience in emissions inventories (stationary or mobile), air pollution monitoring, or regulatory implementation. Experience working with local air districts and community groups is desirable. Experience with research contracts, software development contracts, conducting data collection surveys, developing emissions inventories, and using databases is also desirable. Experience with GIS is a plus. The successful candidates for these positions will demonstrate initiative, have excellent written and oral communication skills, have the ability to understand technical and policy issues, have strong analytical and problem-solving skills, work effectively with other staff, and coordinate well with community, industry, and government stakeholders. Fluency in Spanish is desirable. The successful candidates must also be able to work independently or in a team setting and have excellent interpersonal skills. The successful candidates will demonstrate an ability to evaluate technical data as well as have a strong background in air pollution, science or engineering, and public policy. Ability to travel is desirable. All applicants will be considered; only the most qualified will be interviewed.
